Potential Candidates
Nominate potential candidates by submitting their names via email bradfordvillageboard@gmail.com no later than November 15.
Ballots
Ballots will be mailed out on first week of December with a self-addressed and postage included envelope. They will be counted at the 21 December HOA meeting according to MD House Bill 1534/SB758 (see details below).
Only ballots with the Bradford Village Association seal will be accepted and counted.
How to vote?
By Mail: Ballots must be received by than Friday, December 18 in order to be included in the count at the 21 December HOA meeting.
In Person: Ballots can be submitted at the 21 December HOA meeting.
Volunteers Needed
Four volunteers are needed for the December 21 meeting:
- One person to open envelopes
- One person to read the vote
- Two people to record the votes
MD House Bill 1534/SB758 Conduct of Elections (effective October 1, 2025)
Elections will require ballots to be counted, certified, and conducted by a third-party who is not a candidate in the election and does not have a conflict of interest regarding any candidate in the election. Property management associations are not independent third parties and cannot conduct the election. Reasonable efforts must be taken for fair elections with accountability for the process and results of elections.
You will need to either (a) identify an association member to conduct the election who will not be a board member or advocate in any way for any candidate, (b) hire someone outside of the association to run the election, or (c) hire a commercial technology platform to conduct elections.

Tara Woodfin
I have called Bradford Village home since 2016, raising my children here and enjoying the unique opportunity to have three generations of our family living in the same home.Professionally, I bring over 30 years of experience in business administration, finance, management, and operations. I currently serve as the Director of Finance and Operations for RPM Tech, a local product development and prototyping company in Forest Hill.
As a homeowner, I take pride in maintaining my property and believe that reasonable, consistently enforced community standards help protect the appearance and value of our neighborhood. I also believe an HOA should respect homeowners’ independence and avoid unnecessary involvement in their personal affairs.
When I learned that our HOA was struggling to fill board positions, I decided to step forward and offer my experience. With discussions underway about potentially transitioning to professional management, I believe thoughtful decision-making, financial oversight, and transparency are especially important.
My goal is simple: to help ensure Bradford Village is responsibly managed, our HOA dues are spent wisely, and decisions are made fairly and in the best interests of our homeowners.
Michael Rector
I have been a resident of Bradford Village since 2005. I am medically retired from the state of Maryland and is a former first responder of 17 years. I currently serve as president on the board of our HOA.
